So, I came accross this: HERBS Seems that some abilities (not many) are only able to be used it you have the spell components.

I assume it is like in EQ where each time you cast, e.g. Rune, you loose a gem from your inventory. When you run out of gems, you can't cast the spell.
So it isn't crafting or using a potion, it is using a primary skill.
Basically, it is like having arrows for a bow (remember than in DAoC?). This is just ammo for some spells. I'm cool with that.

I presume because it's an ability based on your stats. "The effect of the skill will be different from these base values, depending on the character’s level, equipped items, and other bonuses. " So it'd be like 5 people using a potion, but the person with the highest stat will get the most out of it. And it has a cast time But I wonder if they apply that note to all the abilities. So if it doesnt change based on stats, then yeah, it's basically just a potion.

Well, a potion is a consumable item that provides an effect. A spell component is ammunition that is consumed when you cast a particular spell. Potions (in other games) are able to be created by one person and used by anyone. A spell isn't created, it is cast and can only be cast by one person, but it can be cast on someone else.
