Another aspect of the Empire is that it is a loose confederation of provinces, ruled by Elector Counts. Where Dwarves fighting other Dwarves, or High Elves fighting other High Elves is very rare, the Elector Counts have and do occasionally fight each other. When you have a strong Emperor on the throne, like Karl Franz, they can keep the Counts in line, but under weak leadership, the petty squabbling can lead to marching orders.
In other words, an Empire soldier can find themselves pointing a Rifle at anyone, for any reason happy
Edit: Especially if you are an Inquisitor or Witch Hunter - where no reason is required at all, heh

Hello,
Shananigans gave me an idea. This is a small (ok maybe not small) summary of who hates/likes who in the Warhammer/W.A.R IP and why. It is intended for MMORPG Roleplayers who have limited knowledge of the Warhammer IP. It is intended to give you all the right frame of mind to play your race. This little summary will save you ALOT of reading, searching and head scratching. I have been following the game for over a decade and have every 5th edition Army Book (They contain all the history and information you could possibly want on any one race). Oh and yes, I do have a life. I just don't have one at work while I supervise one security guard in an empty casino during the graveyard shift!
Warhammer Men of the Empire
Who: Dwarfs. As a nation, the Empire stands shoulder to shoulder ( ok hip to shoulder) with the Dwarfs in all things. The Empire and Dwarf Kingdom are by far the strongest alliance in the Warhammer World.
Why: Not only do thousands of Dwarfs live in the Empire as Brewmasters and Smiths, but if it wasn't for the Dwarfs, the Men of the Empire would still be using wicker shields and clubs. Dwarfs gave the Men of the Empire the gifts of Forged Steel, Black Powder and Steam Technology. The greatest weapons the Empire has, the Runefangs and Sigmar's Hammer, are also Dwarf gifts.
Who: High Elves. The men of the Empire hold the High Elves in awe, respect, and a little suspicion. They are, however, considered extremely valuable allies, especially against Chaos.
Why: If it wasn't for the High Elves, the Men of the Empire would still be hiding under their beds from lightning, instead of unleashing it upon their foes. It was the High Elves who gave the Men of the Empire the gift of lesser or "colour" magic. Thanks to the High Elves Fire, Lightning(Celestial), Shadow and Nature(Beast) magic, just to name some, were all harnessed by Man. Also the High Elves, though sometimes indirectly, have many times aided the Empire in its constant struggle against the forces of Chaos.
Who:The Dark Elves. The Dark Elves are feared by the Empire. All Elves are seen as fey and mysterious. But when they are fey and murderous, it is even worse.
Why: Dark Elves often raid the Old World, and when they do, the Empire is not exempt. Countless people are taken away from Empire coasts to the Black Arks for a life of slavery and sacrifice.
Who: Orcs. The Empire loath Orcs and put them to death on sight.
Why: Orcs were the natural enemies of Men in their beginnings. It was the Orcs who they drove from their territory to first create the Empire. Presently, Orcs are a constant pain who divert resources and men from the wars in the north against Chaos.
Who: Chaos. Chaos is by far the Empire's greatest and most dangerous foe. The forces of Chaos are justly feared and hated by all civilized races, but especially the Men of the Empire.
Why: Chaos are the enemies of all civilized races, this we know. But it is the Empire who is affected the most. The Empire faces Chaos on three fronts:
1. Invasions from the north: The Empire has bared the brunt of almost every Chaos invasion. The northern Empire is under constant attack and when large invasions are launched, it is the Empire and their allies who (barely) stem the tide every time. This front takes up most of the Empire's resources as it is these invasions that contain the greatest number of enemies as well as the horrifying Daemons. These invasions are also led by the mightiest Lords of Chaos.
2. The Forests of the Empire: It is a foolish man who enters the Drakwald forest alone. Actually it is a foolish man who enters the Drakwald without an armed escort! The forests of the Empire hold many dangers, but the largest and most numerous of these dangers are the Beastmen. Beastmen constantly ambush, raid, pillage and slaughter the rural villages and towns of the Empire, only to slip back into the woods and dissapear.
3. The Enemy Whithin: More than any other Warhammer civilization, the Empire is INFESTED with Chaos cults. Witch Hunters and the city millitias are engaged in a constant struggle to supress the Chaos cults and mutants that follow them. Thousands of Empire citizens are arrested, burned at the stake, hung or beheaded by the Empire's feared Witch Hunters.
My last summary got way more attention and positive feedback than I ever intended. That being said, please leave feedback again for this one and others. Also please note that these posts will from now on be called "Race Relations in the Warhammer World". All this information comes from Games Workshop's Warhhammer 5th edition Army Books and is 100% their material, it is all just written in my words.
